This is a visual style for Windows XP.
How you can see it's a LCARS style according to Star Trek computers and consoles. The GTJLCARS-TIVAR XP Style Pack is a coproduction of GTJLCARS and Tivar and it contains not only the visual style files. It contains the theme file with icons, sounds and fonts.
